Duties

Performs duties involving the processing and exploitation of complex intelligence information. Situations/information coordinated, integrated, and analyzed are not susceptible to generally accepted methods. Presents ISR capabilities to a variety of service, national, and coalition customers. Provides Commanders and other customers the intelligence information and evaluation derived from ISR assets to maximize their own forces' effectiveness by optimizing friendly force strengths, exploiting adversary weaknesses, and countering adversary strengths. Plans, directs, coordinates, reviews and evaluates ISR operations of 25 or more annual service level and DoD/JCS level exercises and events supporting JFACC and AOC training. Serves as a functional authority on ISR issues. Makes recommendations and defends decisions on operational policy matters; often required to make recommendations on committing Agency funds or resources impacting future capabilities.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of the full range of intelligence research, processing, and exploitation methods, techniques, and practices using multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of intelligence research, processing, and exploitation methods, techniques, and practices using multi-source intelligence information to capture and report intelligence information in a usable form that directly or indirectly affects national security; interprets policy and commits resources impacting intelligence capabilities. Knowledge of advanced USAF and national ISR processing and exploitation, and PED capabilities, systems, and multi-source intelligence production policies to process and exploit complex information/situations attained from multiple sources. Knowledge of the national intelligence community, Joint, DoD structure, organizations, mission/functions, interrelationships, and operations. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing processing and exploitation requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Skill in communicating effectively with others both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
