This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Responsible for the financial management of the installation's operating program and for obtaining funds needed to secure resources for the Command. Serves as advisor and provides advice and guidance to immediate command staff and directors on financial management. Directs and oversees development and formulation of budget requirements and justifications. Directs the conduct of special studies leading to recommendations for new or changed functions or programs affecting comptroller functional areas. Develops immediate and long-range financial plans.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a Secret Security Clearance.
  • Must completed/sign the OGE-450.
  • Obtain and maintain the Financial Management Certification Level 2.
  • Business travel of 25%.
  • May be required to serve a one-year probationary period.
  • May be required to serve a one-year supervisory probationary period.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1. Overseeing development of budget requirements for an organization; 2. Analyzing directives, regulations, and/or various laws governing financial management programs; 3. Assisting employees with analysis and evaluation of financial management program efficiency; 4. Collaborating with various stakeholders to provide advice and guidance. This definition of specialized experience is typical of work performed at the next lower grade/level in the Federal service (GS-12).
