Duties
Major Duties:
Accounting
Analyzes documents from service line for proper authorization and adherence to regulations, proper fund control point, cost center, budget object class (BOC), and appropriation. Ensures funds are available to cover obligation to prevent anti-deficiency. Reviews undelivered orders, payables and receivables on a monthly basis following VHA Financial Policy guidelines for appropriate follow up actions. Analyzes rejected financial document to determine source of issue and prepares corrected input for accurate accounting records. Processes receiving reports for material goods in collaboration with Supply Chain Management.
Coordinates and resolves discrepancies and/or problems within daily financial processing. Properly processes data through computerized systems (such as, Integrated Funds Distribution, Control Point Activity, Accounting, and Procurement (IFCAP), Invoice Payment Processing System (IPPS), Financial Management System (FMS). Makes payments through centralized financial system for tuition reimbursement, professional liability insurance and tort claims.
Transportation Support Work
Provides prospective travelers with availability of various modes of transportation and travel accommodations, all while ensuring applicable government regulations and cost savings procedures are followed. Communicates thoroughly to EK employee travelers providing clear advisement in regard to travel procedures, approvals, responsibilities, entitlements and regulations.
Makes policy driven decisions when preparing travel orders, securing transportation ticketing, lodging reservations, requests, per diem allocation and claims for reimbursement.
Agent Cashier
Responsible for performing duties as assigned as they relate to the advance payment and accountability for funds entrusted within the role and functionality of agency Agent Cashier.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement (GS-07): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience (GS-07): You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Examines/reconciles a variety of accounts using computerized reports; 2) Determine what general ledger account entries are to be made; 3) Arrange transportation for personnel/property by government and/or commercial means. and 4) Communicate effectively face to face with customers/Veterans/employees as an Agent Cashier.
Specialized Experience (GS-06): You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:1) Use computerized accounting systems to enter and evaluate data; 2) Verify accuracy/completeness of data on financial documents; and 3) Read and interpret VHA financial policy, procedures, and handbooks.

Physical Requirements: Mostly sedentary work, minimal lifting of paper files.
