This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DOD workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Serves as Staff Action Officer responsible for development and implementation of an assigned area of the Fort Belvoir environmental program. Provides program management technical advice and professional consultant services implementing Resource Conservation and Recovery Act Title C (hazardous materials/waste), Title D (solid waste) and Title I (storage tank management). Responsible for the implementation and monitoring of the Hazardous Waste and Material Program, the Resource Conservation and Recovery Act Responsible for advising all interested parties on the interpretation of and compliance with Army, Federal, State and Local directives and regulations for implementation of emergency response operations. Recommends procedures for procurement of permits as required by Resource Conservation and Reclamation Act (RCRA) and the Comprehensive Environmental Compensation Liability Act (CERCLA). Ensures installation-wide compliance with applicable RCRA requirements for HAZMAT and hazardous waste. Implements applicable regulatory amendments to laws/regulations/directives under the Clean Water Act (CWA), Clean Air Act (CAA), Safe Drinking Water Act (SDWA) , Toxic Substances Control Act (TSCA), Resource Conservation and Recovery Act (RCRA). Implements applicable regulatory amendments to laws/regulations/directives under the Superfund Amendment and Reauthorization Act (SARA), National Environmental Policy Act (NEPA), and Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). Coordinates with the Defense Logistic Agency (DLA) to ensure a productive disposal program for hazardous material/waste. Coordinates reporting requirements go the appropriate regulatory agencies and prepares the annual-and biannual reports for the Environmental Protection Agency.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain Contracting Officer Representative (COR) certification within 4 months of start date.
  • Must be able to obtain and maintain a Secret security clearance.

Additional information about transcripts is in this document. Basic Requirement for Environmental Specialist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience developing environmental management plans for hazardous waste and hazardous.recommending procedures for procuring and administering permits as required by the Resource Conservation and Reclamation Act (RCRA), Emergency Planning and Community Right-to-Know Act (EPCRA),and the Comprehensive Environmental Compensation Liability Act (CERCLA); performing environmental inspections, providing spill response, and managing materials involving hazardous or toxic material/waste. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
