You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the OFFICE OF CIVILIAN HUMAN RESOURCES OVERSEAS PROGRAM CENTER, GUAM SITE of OCHR OVERSEAS PROGRAM CENTER.
Duties
You will provide technical advice and assistance to serviced activity managers and operations personnel in resolution of difficult staffing problems.
You will execute recruitment, reassignment, and other personnel actions for assigned activity organizations.
You will advise activity managers on position management policies including supervisory ratios, appropriate use of assistant and leader positions, organizational structures, job restructuring and planned reorganizations.
You will assist and advise on application of new classification standards and supplemental guidance to determine title, series and grade.
You will conduct research on designated policies, procedures and operations involved in staffing, recruitment, classification, travel regulations and overseas entitlement programs.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- Must be able to obtain and maintain a U.S. Passport.
- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

Qualifications
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing the full range of HR management advisory and consultant services on recruitment and placement, position management and classification support, pay and resolution or advisement on complicated problems, troubleshooting a wide range of unusual conditions AND conducting training to familiarize employees in particular HR programs and procedures to promote the overall quality, effectiveness, and efficiency of HRO program operations.
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing HR advisory and consultant services to management on recruitment, placement and pay setting actions, conducting basic or refresher training on personnel staffing policies AND assisting in the analysis and resolution of problems and promote the overall quality, effectiveness, and efficiency of HRO program operations.

GS-11:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
