You will serve as a Deputy Director Equal Employment Opportunity (DDEEO), Diversity and Inclusion (ED&I) Officer, implementing Command ED&I and related programs for Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center (NSWC) Panama City Division. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13/14.

Duties

You will plan, organize, and direct a Diversity and Inclusion program to meet regulatory requirements, Command goals, and expectations. You will develop and monitor plans related to the implementation of Diversity and Inclusion programs or projects and effectively and efficiently administer the EEO, Alternative Dispute Resolution (ADR) and complaint process. You will execute the office's day to day operations and ensure the delivery of quality products on time and within budget. You will assist with planning, budgeting, monitoring and evaluating major, mission critical command projects. You will apply independent judgment in decision making and exercise originality, creativity, imagination and initiative to solve complex problems. You will work closely with personnel across Naval Surface Warfare Center (NSWC) Panama City, and in particular with representatives from Office of Counsel, Security, Human Resources, and Command Evaluation Review personnel. You will improve utilization of minority groups and women; assure EEO and treatment of employees without regard to race, color, religion, sex (pregnancy and gender), national origin, age, physical or mental disability, or genetic information. You will informally resolve EEO problems; and if the matter cannot be resolved at the informal stage, provide appropriate information to the employee or applicant regarding preparation and time frames of a formal complaint. You will apply current federal law, regulation, discrimination principles and elements of proof, and relevant case law and administrative decisions in order to recognize, identify and solve allegations of discrimination. You will develop EEO training for supervisors and employees and provide training to employees and supervisory groups as required.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing strategic initiatives and recommendations for senior leaders.
