The primary purpose of this position is to serve as an acquisition professional in support of contract price, cost and finance functions for acquisition customers/teams and contracting officer. Provide expertise support and advice on matters such as acquisition planning, sole source negotiations, best value/source selection for highly specialized and complex procurements.
Duties
Serves as a business advisor providing advice and guidance to contracting officials, program officials, commanders, and other senior personnel on a wide range of acquisition, procurement, and contractual issues as it relates to pricing and finance.
Provides a full range of pricing support and services for highly complex, high monetary value, long term acquisitions impacting a cross-section of programs including but not limited to: acquisition category (ACAT) I, IA, and II designated (DoD and AF-level) programs, enterprise contracting (AF-Level) and/or operational contracting (AF-level) programs.
Researches and determines or recommends appropriate actions, provides interpretation of issues that impact organization, installation, command, or agency and prepares detailed responses.

- The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
- This is an acquisition coded position. Selectee must complete required certification level 1in Contracting within 24 months of assignment
Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate.
NOTE: MUST SUBMIT TRANSCRIPTS WITH APPLICATION.
Note: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after 30 September 2000. A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, (3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or (4) is described in subsection (e)(1)(B) of 10 USC 1724.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in performing a variety of cost-price/analyst techniques for complex contractual pricing arrangements and incentives related to contract pre/post award for long term; develop and interpret strategic pricing policies and regulations that applies to acquisition; provide pricing support and services that includes: writing price negotiation memorandums, review proposal plans and audit reports; conduct training on pricing-related matter to contracting personnel.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of a broad range of cost-price and cost-analysis techniques, methods, and regulatory and statutory requirements in order to develop highly specialized, complex contractual pricing arrangements and incentives as related to USAF and DoD preaward/postaward actions for long term, major agency programs/services/other procurements.
2. Comprehensive knowledge of negotiation techniques sufficient to conduct negotiations and to communicate with high level business, industry, and government officials clearly, concisely and with technically accuracy information, both verbally and in writing.
3. Knowledge of private industry business practices and market conditions applicable to pricing and cost-analysis for highly complex procurements of major agency programs/services/other procurements.
4. Knowledge of instructional methods and procedures.
5. Ability to independently research and advance unique and precedent-setting cost-pricing methods, procedures,
and techniques.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
