The Lead Transportation Assistant of Veteran Transportation Service (VTS) and Beneficiary Travel will operate at the LTC Charles S Kettles VA Medical Center. The incumbent reports directly to the supervisor, Mobility Manager. The Lead Transportation Assistant would lead staff within the Veteran Transportation Service and Beneficiary Travel office.
Duties
Coordination, Program Planning and Advisory Services:
Assists the Mobility Manager in planning and directing programs that provide VTS support services functions.
Review workload types in Veteran Transportation Service e.g. outpatient clinic visits, surgical admissions.
Coordinates the day-to-day operation of the VTS program.
Provides technical and management guidance necessary to achieve the optimum use of each service resources.
Plans and provides support services in the following types of program areas: electronic records management; driver scheduling setup & management of program; space utilization services.
Provides advisory services to the Beneficiary Travel Supervisor regarding the requirements and implications of the office services provided.
Provides advice to operating managers and supervisors on how provided services can assist in accomplishing their missions and programs.
Keep in touch with the status and progress of work, and make day- to- day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly.
Estimates and reports on expected time of completion of work, and maintain records of work accomplishments and time expended and prepare production reports as requested.
Instructs employees in specific tasks and job techniques and make available written instructions, reference materials and supplies.
Gives on the job training to new employees in accordance with established procedures and practices.
Maintains a current knowledge and answer questions of other employees on procedures, policies, directives, etc. and obtain needed information or decisions from supervisor on problems that come up.
Checks on work in progress or spot check work not requiring review (e. g., filing or direct services) and review completed work to see that supervisor's instruction on work sequence, procedures, methods and deadlines have been met.
Amend or reject work not meeting established standards, refer to supervisor questions or matters not covered by standards and problems in meeting performance standards.
Monitors working conditions such as seating, ventilation, lighting, safety, etc.;
Approves leave for a few hours or for emergencies.
Inform employees of available services and employee activities.
Resolves simple, informal complaints of employees and refer others to supervisor.
Reports to supervisor on performance, progress and training needs of employees, and on behavior problems.
Provides information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs.
Program Administration and Development:
Daily responsibilities include collecting, compiling and tracking data and statistical information in support of Veterans Transportation Service (VTS).
Performs basic analysis of the data and generates a variety of reports.
Collates in-coming data from a variety of sources.
Reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate.
Enters pertinent information into an automated tracking system.
Receives reports and information to verify that workload being captured is correct in the VetRide system.
Maintains automated system of program-specific data to track items such as service project milestones, progress reports, clinic trends, program trends, performance measures, compliance strategies, etc.
Interacts with various other transportation services such as Emergency Medical Service (EMS), Volunteer Transportation Network (VTN), Disabled American Veterans (DAV), Veterans of Foreign Wars (VFW) etc., and other transportation providers.
Ensure the beneficiary travel staff provides transportation at Government expense to beneficiaries and their attendants traveling to and from our VA and other places for the purpose of examination, treatment or care.
Performance Measures Support:
Coordinates service practices that decrease waits and delays for patients in all areas.
Utilizes the Veterans Health Information System & Technological Architecture (VISTA), Computerized Patient Record Systems (CPRS) or Vet Ride System in processing internal requests.
Provides procedural support in administering quality monitors to be utilized in the internal process to measure the success of efforts to provide seamless care and to support the education of staff about VTS and the Beneficiary Travel Program.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of clinical services, related software and programs as they relate to clinical computing and office automation. The Lead also is responsible for general program support such as travel eligibility, collection, compilation, research and tracking of financial and demographic information to support VTS. The Lead demonstrates flexibility, integrity and accountability with a work ethic that emphasizes excellence and quality customer service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Incumbent will be exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of highvolume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes. The work requires no special physical demands, but will require standing, walking, bending, and sitting.
