The Department of the Interior, Office of the Solicitor, seeks to fill an Attorney-Advisor position in the Rocky Mountain Region with a focus on providing legal counsel to the Bureau of Land Management on land acquisitions, exchanges, and disposals. Duties
This position is located within the Office of the Secretary of the Interior, Office of Solicitor, Rocky Mountain Region, Land Acquisition Section, located in Lakewood, Co or at an Official worksite of the Solicitor Office locations, please click on the following link to see the list, https://www.doi.gov/solicitor/about, with the option to telework. Your specific duties will include:
- Federal land acquisition and real estate law, including the Department of Justice Title Standards and federal appraisal policies and standards.
- Coordinating legal matters between multiple Department bureaus, including National Park Service, Fish and Wildlife Service, Bureau of Land Management, and the Appraisal and Valuation Service Office.
- Analyzing and interpreting federal statutes, including, but not limited to, the National Environmental Policy Act, the Federal Land Policy and Management Act, the Mineral Leasing Act, the Mining Law of 1872, the Freedom of Information Act, the National Historic Preservation Act, the Taylor Grazing Act, the Administrative Procedure Act, and the Endangered Species Act, rules and regulations, and other guidance, including program authorities, relating to DOI and the Bureau of Land Management.
- Providing on-the-spot legal guidance in the resolution of administrative, and program issues.
- Conducting legal research and producing opinions and memoranda requiring a high degree of creative legal effort, judgment, and discretion, often harmonizing conflicting positions in areas with little or no precedent, while promoting goals of uniformity, simplicity, and efficiency.
- Performing legal research concerning novel and complex issues, reviewing documents for the Regional Solicitor or Assistant Regional Solicitor and for DOI agencies including the Bureau of Land Management, drafting legal opinions, providing formal and informal advice to DOI agencies, and often reviewing and/or drafting agency decisions;
- Drafting litigation reports to guide the Department of Justice (DOJ) and assisting DOJ in litigation, including working in close coordination with DOJ representing the Secretary of the Interior and the various bureaus of the Department in federal courts; and
- Representing the Bureau of Land Management in administrative proceedings before the Interior Board of Land Appeals including the Departmental Cases Hearings Division.
Salary Rate Range Information: (Per Annum)
GS-12 $96,684 - $125,685
GS-13 $114,970 - $149,465
GS-14 $135,860 - $176,620
Adjusted based on the grades selected and the location.
*First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
Qualifications
In order to better assess your qualifications for this position, when preparing your resume please be sure to address your experience in or familiarity with the following areas of legal work: researching and writing legal memoranda and opinions and providing legal advice or recommendations to clients, judges, and/or senior attorneys; litigating in Federal court , practicing before administrative bodies, and preparing transactional agreements and other documents; and working with clients in technically challenging legal subject matters.
In addition, please address your experience in or familiarity with the following subject matter areas and legal authorities: Federal administrative law issues, such as matters arising under the Administrative Procedure Act, the National Environmental Policy Act, the Endangered Species Act, the Mineral Lease Act, the Federal Land Policy Management Act, the Taylor Grazing Act, water law, and the Freedom of Information Act.
Basic Qualification Requirements
Applicants must be law school graduates with a J.D. degree AND must be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.
To qualify for a GS-12 applicants must possess at least 2-years of professional legal experience following law school graduation;
To qualify for a GS-13 applicants must possess at least 3-years of professional legal experience following law school graduation;
To qualify for a GS-14 applicants must possess at least 4.5-years of professional legal experience following law school graduation;
For any of the grades indicated above you can substitute one year of experience with any of the following:
have a second professional law degree; OR
meet any of the criteria indicated below:
academic standing in top one-third of law school graduating class;
graduation with academic honors;
significant participation on the law school's law review;
significant participation in the law school's moot court competition;
significant participation in a clinical legal aid program;
significant summer law office clerk experience; or
other equivalent evidence of clearly superior achievement.
Candidates should have excellent oral communication, writing, research and analysis skills, and the ability to work effectively with other people, and exercise sound judgment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
