You will serve as the Manager of the LIVE VIRTUAL CONSTRUCTIVE TRAINING division of RANGE SYSTEMS ENGINEERING DEPARTMENT of the NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties

You will serve as Division Head managing assigned Pillar managers and providing leadership within the division. You will be accountable for operations, products, and financial execution of all functions within the division. You will serve as a bridge between the department, RS20 Pillars, and sponsors. You will ensure alignment with the Command's strategic direction, actively support strategic initiatives, and adopt a corporate mindset. You will communicate with superiors, peers, subordinates, across the Command, and with external organizations, sponsors, and business partners. You will formulate strategies, develop objectives, set priorities, and lead change in alignment with the Command's strategic direction and departmental goals. You will manage the division's core technical capabilities in terms of people, processes, tools, and infrastructure, planning for necessary or mandated changes in staff size and composition. You will set performance expectations for Pillar managers and other divisional personnel utilizing Human Capital Management policies and practices to promote positive labor-management relations. You will manage and lead a diverse workforce of engineers, technicians, software developers, operations professionals, security specialists, inventory control specialists, financial analysts, program and project managers.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band ND-04 (GS-12/13 equivalent in the Federal service or equivalent experience in the private or public sector. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
