This position, located at the Oklahoma City VA Health Care System, Director's Office, serves as a Transportation Assistant and is responsible for the overall planning, coordination, implementation, management, and evaluation of clinical applications of patient transportation with particular emphasis on improving care and safety of Veterans.

Duties

Major duties of this position include but are not limited to... Reviews and processes Beneficiary Travel claims for accuracy and completeness Reviews eligibility of each Veteran before finalizing Beneficiary Travel reimbursements Research payments for reimbursement when requested by Veterans, Supervisor or the Mobility Manager, coordinating with the Fiscal office when required Prepares data processing report for daily batch review Compiles and submits daily clerk report summarizing all vouchers processed, phone calls, and customer service interactions Maintains timekeeping accountability and accuracy within the timekeeping system Schedules and reserves tickets for eligible patients requiring airline transportation Evaluates all aspects of fraud research and prevention in accordance with VA Policy Work Schedule: Monday-Friday, 8:00am-4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...knowledge and application of an extensive body of transportation regulations, methods and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems; knowledge of travel rules and regulations in M-1, Chapter 25, Beneficiary Travel, Code of Federal Regulations, Chapter 17 and MP-1, Part 2 regarding legal entitlement to travel reimbursement; knowledge on how to extract information and mileage from a road atlas and city street maps and the ability to interpret contracts for transportation services; knowledge of how to organize and maintain documentation and records supporting beneficiary travel reimbursements and vendor payments; knowledge of validation, control and maintaining accounting records for many travel accounts and make frequent dollar amount adjustments of those accounts; must have office automation abilities, to include knowledge of email system, MS Office, spreadsheets and other equipment; knowledge of beneficiary travel reimbursements, including funds for mileage payments, airline tickets, ambulance, gurney van, wheelchair van, cab and taxi for authorized and unauthorized claims; and knowledge of how to pull data and create reports showing volume and cost of patients transported by special mode and patients receiving reimbursement for travel to their appointments. Preferred Experience: Experience in planning, coordination, implementation, management, and evaluation of clinical applications of patient transportation; knowledge and application of an extensive body of transportation regulations, methods and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems; experience with organizing and maintaining documentation and records supporting beneficiary travel reimbursements and vendor payments; highly preferred to have office automation abilities such as email systems, MS Office, spreadsheets and other equipment; considerable adaptation and/or interpretation for application to issues and problems studied; expert knowledge on all aspects of Beneficiary Travel, Special Mode Transportation, ambulance bill procedures, Fraud Research and Prevention, Customer Service and Patient Care, patient airline transportation enhancements utilizing external support and resources as needed; ability to identify and consider financial relationships among various accounts serviced to locate those factors which affect the amount, availability, and use of funds; ability to complete multi-tasks upon short demands, as well as other daily duties You will be rated on the following Competencies for this position: AccountabilityAccountingCommunicationCustomer ServiceProblem SolvingQuality Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical exertion is required. The work is primarily sedentary though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites.
