This position is located at New River Gorge National Park and Preserve, in the Resource Management Division. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work in a pay status for approximately 7 months from April 1st through October 31st, and you will be in a non-pay status for the remainder of the year from approximately November 1st through March 31st.

Duties

Major duties may include, but are not limited to the following: Designs, develops, tests, and implements data collection protocols to identify, evaluate, and monitor wildlife populations and wildlife/human interactions. Prepares management and scientific reports and peer-reviewed publications regarding results of wildlife inventory, monitoring, research, protection, and mitigation activities. Organizes and manages the application of Geographic Information Systems and spatial data collection in support of wildlife and natural resource management data collection and analysis. Identifies research needs, submits funding proposals for priority research needs, develops and fosters research collaborations, prepares requests for proposals or statements of work, and provides oversight for research projects. Coordinates the park's wildlife management strategies and programs with those on adjacent lands for the purpose of achieving broad ecosystem protection strategies.

Qualifications

All qualifications must be met by the closing date of this announcement-08/14/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Individual Occupational Requirements Basic Requirements Degree: biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and At least 9 semester hours in botany or the related plant sciences. OR Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown above, plus appropriate experience or additional education. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: applying methods of wildlife management; conducting wildlife survey, monitoring, and research projects; managing data acquisition and analysis of wildlife and natural resource projects with spatial data and GIS; writing technical reports and/or manuscripts on a specific topic or project; gathering biological data and organizing information for further analysis; conducting statistical analyses to include descriptive statistics and frequencies; analyzing impacts of proposed projects on wildlife; and training, mentoring and managing team members. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's degree or 2 academic years of progressively higher-level graduate education in a directly related field of study that has provided the knowledge, skills, and abilities necessary to do the work. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first calculate your percentage of qualifying graduate education by dividing your number of semester hours in excess of 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. For example, an applicant with 6 months of appropriate GS-7 equivalent specialized experience (50 percent of the experience requirement for GS-09) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-09) would be qualified for a GS-09 position. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time in Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
