The primary purpose of this position is to serve as a senior target intelligence analyst within the USSTRATCOM J52/J2T Strategic Targeting Division, specializing as a SME in joint targeting doctrine and policy, and managing the division's accomplishment of formal taskings and its Initial Qualification and Continuation Training programs.

Duties
Manages Strategic Targeting Division's joint targeting doctrine and regulatory policy engagement. Researches, interprets, analyzes, authors, and provides subject matter expert advice and direction to Department of Defense (DoD) and Joint Staff (JS) doctrine and policies.
Manages Strategic Targeting Division's accomplishment of formal taskings from USSTRATCOM J2 and J5 Directorates.
Oversees Strategic Targeting Division's Initial Qualification and Continuation Training Programs. Serves as a division training manager.
Serves as a Strategic Targeting Division representative in formal and informal USSTRATCOM, Department of Defense (DoD), and national-level working groups and committees.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing joint targeting doctrine and regulatory policy. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of, and the ability to interpret and apply, joint targeting doctrine/regulatory policies, as well as the role of intelligence capabilities in support of deliberate and crisis action planning.
Knowledge of targeting tools and the full range of multi-source intelligence research, analytic principles, and collection methods, techniques, and practices used to conduct target system analysis and intermediate target development.
Knowledge of the national intelligence community and DoD structure, organizations, missions/functions, interrelationships, and operations.
Skill in task management and communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
Ability to assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; make decisions, estimates, and recommendations based on mature judgment and experience, and presents and/or defends a position effectively.
Skill in developing training objectives, curriculum, and materials, to include conducting training sessions, that align with joint targeting doctrine/regulatory policies.
CONDITIONS OF EMPLOYMENT CONTINUED:
This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
The employee may be required to work irregular tours of duty and other than normal work hours including evenings, weekends, and/or holidays. Shift work will be required when supporting 24/7 operations during exercises, war games, and/or actual crisis scenarios.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
