This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14/15.Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities
Duties
Advise the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASAALT) leadership in the oversight, management and
execution of assigned programs.
Perform other special assignments as assigned by the Directors, Assistant Deputy for Acquisition Systems Management (ADASM), and Deputy for Acquisition and Systems Management (DASM).
Develop and refine the necessary products for assigned programs to include briefings, information papers, and emails, and briefs as required, to
facilitate effective communication across stakeholders.
Present cost, schedule and performance risk associated with recommended courses of action and alternatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Selectee must be able to possess and maintain a Top Secret- Sensitive Compartmented Information security clearance.
- The duties of this position require occasional temporary duty (TDY) travel up to 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for PROGRAM MANAGEMENT Practitioner certification within 60 months as of entrance on duty.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
- One year trial/probationary period may be required.
- This position requires submission of Financial Disclosure Statement, OGE 450, upon entering the position and annually thereafter.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience: 1) Developing policies and procedures for acquisition program implementation; 2) Evaluating and analyzing the organizations systems acquisition strategies; and 3) Providing guidance on budget formulations and resource allocation.
