This position is part of the Defense Human Resources Activity. Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.

Duties

As a Human Resources Specialist at the GS-0201-12 some of your typical work assignments may include: Serves as a strategic partner, providing comprehensive management advisory services and support on all Human Resource-related matters and assists to navigate through intricate, ever-evolving organizational landscapes. This includes implementing and interpreting Human Resources policies and procedures, ensuring alignment with organizational goals and legal requirements. Collaborates closely with DHRA Human Resources to oversee key aspects of civilian personnel management, including mission objectives, processes, and compliance with HR laws and regulations. Drawing on expertise in HR concepts, practices, and policies, the incumbent advises on various personnel programs and administrative operations. Creates and maintains HR reports and dashboards, leveraging a range of system tools such as Excel and PowerPoint to effectively communicate HR metrics, identifying resource gaps, program deficiencies, and opportunities for implementing best practices to enhance organizational effectiveness. Provides technical advice and assistance to DHRA managers, supervisors, and operations personnel in resolution of difficult staffing problems. Initiates recruitment, reassignment, and other personnel actions for assigned DHRA Centers and Offices in the Defense Civilian Personnel Data System (DCPDS). Provides advice to hiring managers on various stages of the hiring process. Explains regulations, procedures, and determinations to inquiring employees, candidates, and supervisors. As an action officer, plans, develops, and evaluates projects and new initiatives for integrated human resource management programs. Plans, conducts, and completes studies and projects in assigned program areas while monitoring the tracking of deadlines, providing staff-level advice and service throughout enterprise as a senior HR specialist. Provides recommendations on entitlements to retained grade, reemployment priority in accordance with applicable OPM and DoD regulation, prepares written procedures, guidelines or instructions, responds to written inquiries and develops position papers on subjects within the responsibility of the Directorate. Evaluates the content of new or modified OPM and DoD guidance material, determines impact upon DHRA programs and resources and recommends changes, expansion or revisions. Develops expert recommendations for personnel staffing and recruitment services to management with options and recommendations for effective program operations. Serves as military sponsorship coordinator and supports all supervisors of military personnel as well as individual service members, by monitoring officer and enlisted evaluation processes and timelines, coordinating quarterly and annual military awards boards for all joint awards. Researches and provides information regarding applicable rules, regulations, procedures, and requirements through explanations of actions taken or recommended.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 11 grade level in the Federal service: Providing advisory services and technical guidance to senior management officials on federal laws, regulations, policies, and procedures governing Human Resources Programs; Interpreting and researching Civilian or Military HR policy, regulations, and guidance of civilian HR staffing services (i.e., recruitment/placement, pay setting and position classification) to respond to difficult issues involving complex projects or problems that require expert advice, authoritative policy, or procedural interpretation; Review and draft written documents, reports, job analysis, position descriptions and job announcements; Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
