Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is: as an Air Reserve Technician (ART), to accomplish intelligence functions in support of programs essential to AFRC daily operations, training, & readiness missions. DUTY 1: Serves as the unit's expert intelligence analyst for the commander and staff on all intelligence matters, including intelligence processes, support requirements, technical aspects of weapons systems, terrorist operational methods as well as daily-integrated intelligence support in alert, crisis, and Force Protection situations. DUTY 2: Develops, monitors, and ensures execution of unit internal and external intelligence training programs tailored to the unit's mission. Reviews the status of internal training. DUTY 3: Ensures the intelligence function maintains a capability to provide timely and accurate operational intelligence support and fully trained intelligence personnel during peacetime and contingency operations. DUTY 4: Manages the unit intelligence mobility program. Plans, organizes, establishes, and manages the deployment and conduct of intelligence operations during contingency operations. DUTY 5: Represents the unit regarding intelligence program policies, procedures, and issues.

  • Incumbent may be required to fly in military or commercial aircraft to perform temporary duty assignments.
  • Individual may be required to work uncommon tours on short notice.
  • Incumbent must meet and maintain Air Force Reserve requirements. Work schedule will be aligned to permit full participation in unit training assemblies.

Qualifications

*********THIS IS AN AIR RESERVE TECHNICIAN (ART) POSITION*********** ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the Air Force (AF0 Reserve unit where assigned. ARTs receive on average one weekend of military training per month. They are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency. 014N3 - Major (O-4) " This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE:Applicant must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include knowledge of the principles, concepts, and methodology of the intelligence career field: knowledge of a wide range of analytical principles, concepts, and practices relevant to the intelligence career field; knowledge of military structure, political affairs, and history regarding assigned area when analyzing intelligence data; knowledge of force protection, classified materials handling, Aerospace Intelligence Preparation of the Battlespace (AIPB), Predictive Battlespace Awareness (PBA) analysis; mobility/deployment preparations, requirements and materials such as Combat Mission folders; AFRC intelligence, surveillance, reconnaissance (ISR) computer systems/software, command, control and communications protection; intelligence data collection, validation and production procedures; and project management techniques. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of intelligence procedures, methodology, techniques and strategies including but not limited to: force protection; classified material handling; Aerospace Intelligence Preparation of the Battlespace (AIPB) and Predictive Battlespace Awareness (PBA) analysis; mobility /deployment preparations, requirements and materials such as Combat Mission folders; AFRC intelligence, surveillance, reconnaissance (ISR) computer systems/software, command, control and communications protection; intelligence data collection, validation and production procedures; and project management techniques. 2. Broad knowledge of military structure, political affairs and history regarding assigned area when analyzing intelligence data. Knowledge of and ability to develop intelligence career field training programs and conduct training and testing. 3. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of real or potential security threats to or problems for program operations. 4. Ability to plan detailed and complex studies, anticipate and solve problems, and to collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to critically evaluate sources of information and establish validity of facts. 6. Ability to communicate effectively, both orally and in writing, under both normal and high stress conditions associated with emergency situations. CONDITIONS OF EMPLOYMENT CONTINUED: This is an Air Reserve Technician (ART) position. Incumbent's regular assignments are primarily ART duties; however, incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
