This position is located in State Office throughout Rural Development. This position has promotion potential to GS-0028-12. This is NOT a remote position, incumbent will be required to report to one of the listed locations.

Duties

Participates in field office audits to determine compliance with RD environmental policies and procedures. Recommends necessary changes and provides routine technical assistance Gathers and analyzes environmental information and data and identifies and solves problems of procedural nature. Reviews studies, reports or other project related documents and completes documentation in support of the environmental impact analysis. The incumbent performs a variety of duties involving developing, reviewing, analyzing, monitoring, coordinating, and evaluating routine environmental programs or projects.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS- 9 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: - Experience with the environmental review documentation and approval process. - Experience assisting applicants in working with federal, state, local natural resources, and environmental regulatory agencies, tribes, and/or the public during project planning & decision making. - Experience maintaining and supporting the collection of relevant information associated with specific projects on automated systems and/or applications. - Ability to provide technical assistance to staff and applicants to resolve project-specific issues - Experience preparing appropriate training materials, and conducting training to staff, applicants, and/or consultants. - Ability to communicate technical information effectively to a non-technical audience, both verbally and in writing. OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.
