This position is located in the Grants Management Branch (GMB), Division of Extramural Activities (DEA), National Institute of Dental and Craniofacial Research (NIDCR).
Duties
Provides policy development and internal analysis support for a variety of internal NIDCR staff, as well as to external staff.
Identifying and recommending areas within the GMB, which require new or revised policies or procedural guidelines.
Coordinating and developing policies, procedures, guidelines, and internal controls for grants management activities
Conducts special studies and analyses of grant program.
Shares responsibility for assessing the overall training needs of staff of the GMB and planning activities to meet these needs, including developing instructional manuals or other materials to assist in training employees.
Evaluating the appropriateness of budgetary requests and business or administrative arrangements, and personally meets with business officials, principal investigators.
Discusses and explains grants management objectives and policies and procedures with grantee officials and the scientific staff to secure cooperation and explores the management needs of grantees to develop mutually satisfactory solutions.
Lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow.
Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus -building activities among team members.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: serving a a fiscal manager and administrative advisor to explain grants managements objectives, policies, and procedures; participating in developing grants policies, guidelines, procedures and internal controls; providing leadership to other team members; providing general lead responsibilities and assisting with staff in prioritizing work.
