This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Medical positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as the Chief, Quality Management Division in Readiness and Health Integration Directorate for Headquarters, United States Army Medical Command (HQ USAMEDCOM) involved in overseeing all quality management components for Medical Command (MEDCOM).

Duties

Provide oversight of policies, procedures, training, and compliance as they relate to clinical quality and safety. Direct work to develop and oversee execution of strategic plans, programs, processes, and activities to integrate quality and safety into healthcare delivery operations. Oversee development and fiscal management of operational budget to ensure adequate resourcing for execution of operational requirements and responsibilities. Ensure establishment of performance standards, evaluates subordinate supervisors and support personnel and reviews evaluations made by subordinate supervisors.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be Doctor of Medicine or Doctor of Osteopathy. A current license to practice is required.
• Must be able to obtain and maintain a Secret Clearance.
• This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Selectee must sign DA Form 5019-R and must pass urinalysis testing, prior to appointment and periodically thereafter.
• Board certification required.
• Position must be a licensed physician.
• One year trial/probationary period may be required.
• Pre-employment Physical Examination.
• Position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
• Position may be required to work rotating shifts and/or be responsible for providing after-hour and weekend support to the mission.
• Position may be assigned a government cell phone and be required to be in an on-call status after hours and on weekends.
• Position requires the initiation of state criminal history repository checks for each state where an individual has resided for the past five years.
• Position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Physician: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. A Doctor of Medicine or equivalent degree from a foreign medical school must have provided education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least one year of supervised experience providing direct service in a clinical setting, i.e., a one-year internship or the first year of a residency program in a hospital or an institution accredited for such training. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience/Training: Applicants must possess 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training. Must have experience in Clinical Quality Management, Strategic planning, and program development.
