This position is located in Rock Creek Park, in the Division of Resources Management. The Biologist will be responsible for engaging in the study, inventory, monitoring, restoration, and management of a broad range of natural resources. Duties

The major duties of the Biologist position at the GS-0401-9/11 include, but are not limited to, the following: Inventories, monitors, restores, and manages natural resources in the areas managed. Carries out program management by identifying research and management priorities and potential funding sources within and outside the agency/government and prepares competitive proposals to fund those needs. Plans and coordinates the Integrated Pest Management (IPM) program by obtaining and maintaining Maryland and District of Columbia applicator certifications and developing strategic plans for prioritizing, detecting, mapping, controlling, and monitoring pest and invasive, non-native species. Prepares management and scientific reports regarding the results of protection, mitigation, reintroduction, inventory, monitoring, and research activities. Summarizes new and conventional information for use by scientists, managers, organization staff, cooperators, and partners. Evaluates impacts to organization's resources and prepares relevant subject-matter expert information for National Environmental Policy Act (NEPA) compliance documentation to include Categorical Exclusions, Environmental Assessments and Environmental Impact Statements. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-08/22/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position, you must meet one the following Basic Requirements in order to be eligible for this position: If you do not meet these basic requirements, you will be considered not qualified and will not receive consideration for this position. 1. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position -OR- 2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education In addition to meeting the above basic requirements, you must also meet the specialized experience listed below. To qualify for this position at the GS-09 grade level, you must possess some of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the competencies needed to successfully perform the duties of this position. Specialized experience must include at least three of the following: (1) independently carrying out ecological or biological studies with a number of variables following established protocols; (2) performing established, standardized tests and analyses on a broad range of biological samples; (3) conducting seasonal monitoring of biological or ecosystem components; recording, compiling, and organizing data; (4) developing written reports; and (5) using computer-based technology such as geographic information systems (GIS), spreadsheets, and databases. You must include hours per week worked. -OR- EDUCATION: Successfully completed at least two years of progressively higher level graduate education leading to a master's degree or master's equivalent degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology, or physical science, engineering or mathematics or directly related fields, which is directly related to the work of this position and demonstrates possession of the knowledge, skills, and abilities required for this position. You must include transcripts. -OR- COMBINATION: Have an equivalent combination of such education and experience as described above. You must include transcripts. To qualify for this position at the GS-11 grade level, you must possess some of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the competencies needed to successfully perform the duties of this position. Examples of qualifying specialized experience must include at least four of the following: (1) planning and execution of complex ecological or biological studies; (2) conducting long-term monitoring of biological or ecosystem components; (3) designing, developing, testing, and implementing scientific monitoring protocols; (4) developing scientifically credible protection, mitigation, and restoration projects; or developing and carrying out statistically valid data collection protocols; and (5) administering computer-based technology such as geographic information systems (GIS), spreadsheets, and databases. -OR- EDUCATION: Successfully completed at least three years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. -OR- COMBINATION: Have an equivalent combination of such education and experience as described above. You must include Transcripts. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
