Duties

-Performs as the HQ AETC A2/3/10 expert ISR authority for all-source analytical JSR training and operations; expert authority for development and implementation of multi-disciplinary, synchronized ISR virtual training operations. Serves as principle advisor to the AETC A2/3/l 0 on all matters related to ISR trnining, programming, personnel, and operations and is regarded as the Senior Intelligence Officer (SIO) within AETC, SIO for Headquarters 2nd Air Force and Headquarters 19th Air Force. -Provide guidance on the development and promulgation of policies and programs to implement and achieve long-range Air Force DMO/DMT, Virtual Enterprise and Air Force Transformation initiatives, and ensure policy guidance is issued as necessary to accomplish AF DMO/DMT and ISR Virtual Enterprise Transformation training plans that are consistent throughout the Air Force training enterprise. Liaisons with AF Commanders and other senior level service representatives of Major Commands (MAJCOM), field Operating Agencies (FOA), Direct Reporting Units (DRU), Combat Support Agencies, the office of the Under Secretary of Defense, Intelligence, and the office of the Secretary of Defense Personnel and Readiness. -Serves as primary advisor on formulation and execution of long-range, strategic plans for AETC execution of ISR Virtual Enterprise Transformation. Ensures key MAJCOM, AF, and DoD goals, priorities and values guide the planning process. -Establishes, develops, and maintains, contact with officials of OSD, other DoD components, other agencies within the Modeling and Simulation Community and, other HQ USAF and SAF organizations. Represents AETC in a wide range of executive level forums. -Provide IT advice and support to the AF-JIVU and Goodfellow Intelligence Training Architecture/[ntelligence Learning Environment (GITA/ILE) program implementation for HQ AETC A2/3/10 and at the AF Intelligence School at 17 TRW, Goodfellow AFB. Assist in the transformation of intelligence training into the AF-JIVU Intelligence Learning Enterprise Architecture and GITA/ILE. -Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments.

  • This is a Civilian Intelligence Personnel Management System (CIPMS) position classified under authorities of 10 U.S.C. 1590, Chapter 81, and DoD Manual 1400.34-M.
  • The incumbent of this position must be able to obtain and maintain a TOP SECRET security clearance.
  • Incumbent must remain eligible for SCI accesses.
  • Work may require occasional trnvel in TDY status on civilian or government-provided ground, air, or rail conveyance outside the local area.
  • Incumbent is subject to random drug testing.
  • Performs other related duties as assigned.
  • The incumbent of this position is required to submit an initial and annual OGE Form 450 (Confidential Financial Disclosure Report) in accordance with Joint Ethic Regulation DoD 5500.7-R, Section 3.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Requires a detailed knowledge ofDoD Planning, Programming, Budgeting Systems (PPBS) and the current procedures required by Headquarters Air Force for POM submission. The position requires an incumbent with such a background as to readily permit him/her to seek and recognize new improved efficiencies through more effective application and utilization of resources. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, organizes, and directs the functions and staff of an Intelligence organization, as well as !SR modeling and simulation functions with DoD and the ability to communicate effectively, both orally and legibly in writing. 2. Extensive knowledgeable of Air Force ISR, joint and combined ISR, training development, Air Force manning policies, and Air Expeditionary Force deployment criteria, and DMO/DMT initiatives, and modeling and simulation technologies. 3. Knowledge of multi-level security regulations, practices, and procedures. 4. Comprehensive knowledge of, and ability to apply, DCI, USAF, AETC ISR modeling and simulation directives, regulations, missions, operations, production, and locations. 5. Ability to interpret guidance and directives and analyze data, and draw conclusions. 6. Knowledge/Expertise in budgeting cycles and processes, financial management policies, specialized financial database systems, and oversight requirements related to ISR virtual enterprises and the knowledge ofISR systems, capabilities and missions in order to plan for cunent and future support requirements. CONDITIONS OF EMPLOYMENT CONT'D: 1. Requires availability for short notice work on evenings, weekends and holidays, as well as occasional extended or irregular work hours and short-notice deadlines. Position responsibilities require availability for CONUS TDYs and occasional overseas TDYs. Position is subject to deployment to support crisis and contingency operations. Incumbent may be required to travel in military or commercial aircraft in performance of TDY. 2. Per AFI 36-507, 21 Jul 98, "Mobilization of the Civilian Work Force," this is a "Key" position. Incumbent must be removed from the military recall status if alternatives for filling this position during an emergency are not available. This position requires the incumbent to sign a mobility agreement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
