This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Audit Services.
Duties
Serves as the principal advisor to the Deputy Inspector General (DIG) and Assistant Inspector General (AIG) for OAS and senior staff on all phases of the administrative management of OAS and oversees all administrative program areas for OAS, including human resources administration; acquisition management; budget and financial management; and general administrative support such as space management, internal controls, travel services, and property accountability.
Analyzes, reviews, and improves operations to stimulate management improvement and provides administrative direction for OAS programs.
Presents original ideas as well as the recognition of the need for new approaches that require study and revision of existing policies and procedures within OAS' administration.
Recommends and documents OAS' position on proposed administrative procedures and practices and provides leadership and guidance to administrative, management, or operational problems and has the responsibility and authority to execute administrative and management policies for OAS and to approve deviations, when deemed appropriate, from established policies in the interest of efficiency and greater effectiveness.
Provides advice and recommendations to the DIG and AIG for OAS on the impact and implications of administrative issues on major programs and policy formulation.
Requirements

Qualifications

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience serving as the authority for the full scope of administrative matters directly affecting the effectiveness and efficiency of component programs; and
Experience overseeing various administrative program areas to include acquisition management; budget and financial management; travel services, and property accountability.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.
