This position is located in the Rehabilitation and Long-Term Care Service and manages the day-to-day operation of the division.
Duties
Major Duties:
Directs personnel management program for the organization, performing or overseeing the full range of human resources requirements.
Performs the full range of personnel management and administration for a small organization with varied functions and activities; or for a medium-sized organization with few functions or activities.
Acts as the liaison with the human resources office concerning personnel-related matters.
Provides advice and assistance to managers and staff concerning Federal and agency personnel procedures.
Provides for the budgeting and financial management for the organization; including budget formulation, justification, and execution; financial management; and financial reporting.
Prepares budget package for submission to the budget office and responds to all questions from the office.
Manages procurement and contracting.
Prepare procurement requests, evaluation proposals, acts as COR for procurements, and/or maintaining procurement and contacting records.
Provides for the overall administrative management for the organization.
Interprets administrative policies, developing implementing or local policies, defining administrative requirements and or/providing advice on top management on related issues.
Performs other related duties as assigned.
Work Schedule: Monday to Friday; 7:30 am - 4:00 pm or 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Write position descriptions, develop job analysis, prepare performance plans and appraisals, process training requests, and draft disciplinary and adverse actions; Analyze budget calls, monitor balances, and status of projects, and recommend reprogramming of funds; Prepare and review purchase order for supplies and non-expendable property; Apply new policies, provide guidance on requirements, maintain administrative systems and prepare administrative paperwork. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcript Required. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two years of graduate education. The first 2 years of graduate study (36 credit hours) are not qualifying. Transcripts are required.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
