The Financial Manager will serve as the Assistant Chief Financial Officer in Fiscal Service. Incumbent serves as a full assistant to the Chief Financial Officer (CFO), assists the CFO in everyday management responsibilities in close relationship with the Medical Center Director, Associate Medical Center Director, Chief of Staff and operating officials from the various Services of the Medical Center.
Duties
Duties include but are not limited to:
Provide top management with administrative, technical and managerial advice for decision making
Plans and directs projects to improve the organizational structure, mission and function statement to implement reorganization or changes in program administration in order to reduce or eliminate functional overlap of Fiscal Service.
Directs administrative activities associated with the management and control of resources or funds.
Assists the Chief of Financial Officer in the performance of budget formulation duties including preparing detailed analysis and estimates of annual funding needs for one or more future budget years.
Prepares justifications for estimates to be used in the presentation of the budget
Oversees patient facing services of registration, transportation, and benefits management.
Directly oversees payroll and the contractor operations with DFAS and communication to employees regarding garnishments, debt waivers, payroll impacting codes, and customer service.
Important role in oversight of Accounting and managerial accounting practices.
Month end oversight and year end close oversight.
Strong leadership and communication skills needed.
Perform other related duties as assigned.
Work Schedule: Monday - Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing advice and/or consultation to management officials regarding budget formulation and financial management duties to include managerial cost analysis, accounting, budgeting, and financial reporting.

Physical Requirements: The work is primarily sedentary but there are instances of standing, bending, walking, lifting and carrying of items such as records and reports. There will be a fair amount of walking as needed to attend meetings.
