This National Guard position is for a SUPERVISORY FINANCIAL SPECIALIST, Position Description Number T5125000 and is part of the HI USPFO, National Guard.

Duties
SUMMARY OF DUTIES: The purpose of this position is to serve as a supervisor (Branch Chief) with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to a wide spectrum of pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel Pay).
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Manages, directs, and executes wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay) for States USPFO customers which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions.
Confers and resolves all problem areas related to the branch's administrative and functional responsibilities in relation to DCPS and its related accounting interfaces.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Exercises accountability and leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to all previously mentioned pay operations.
Coordinates and participates in the development and presentation of pay policy and execution training for customers and staff.
Participates in formal and informal management planning, policy, and decision-making sessions.
Performs other duties as assigned.

Qualifications
Financial Management Certification Requirements:
The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position.
Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.
The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs.
The financial management certification requirements will vary for positions dependent on the complexity and responsibility of the positions' financial management supervisory and non-supervisory business programs.

Skill in presenting formal training presentations and briefings.
Ability to prepare reports and presentation formats.
SPECIALIZED EXPERIENCE: All personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience.
CONDITIONS OF EMPLOYMENT & NOTES:
Must be able to obtain and maintain a secret security clearance of the position.
Ability to establish effective professional working relationships with coworkers and
customers, contributing to a cooperative working environment and successful accomplishment of the mission.
May occasionally be required to work other than normal duty hours; comp-time and/or overtime may be required.
May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
NOTES TO CANDIDATES:
a. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

g. i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition, prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:
- Dismissal from employment for delinquency or misconduct.
- Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct.
- Intentional false statement or deception or fraud in examination or appointment.
- Habitual use of intoxicating beverages to excess.
- Reasonable doubt as to the loyalty of the person involved to the Government of the United States.
- Any legal or other disqualification which makes the individual unfit for service.
- Lack of United States Citizenship.
j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.
k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position.

Education
EDUCATION REQUIREMENTS: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. Apply the education requirement for qualification using the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions.
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
OTHER REQUIREMENTS:
Supervisors of financial management coded positions coordinate with the component administrator and component certification authority to determine financial management certification requirements of employees occupying financial management coded positions.
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
