This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Duties included but not limited to: Program Manager - Responsibilities: 1) Program Management and Supervision (50% of time): - Under the direction of the Chief and/or Assistant Chief, Mental Health Service (MHS), the BHIP Outpatient Manager maintains overall managerial and supervisory responsibility for clinical operations across the Behavioral Health Interdisciplinary Program (BHIP) at the Columbia VAHCS main (Dorn) campus to include Primary Care Mental Health Integration (PCMHI) and assigned MH Specialty Programs. - Assists the Chief and Assistant Chief, Mental Health Service in the overall operation of the service. - Maintains direct and/or indirect supervisory responsibility of program coordinator/s, non-physician supervisors and frontline clinical staff of the following programs: Outpatient BHIP teams in General Mental Health; Primary Care Mental Health Integration (PCMHI) at the Dorn campus; and assigned specialty mental health program areas to include Marriage and Family Therapy Services and the Trauma Recovery Program (TRP) - Develops and maintains high-quality outpatient mental 2) Clinical Responsibilities (50% of time): Independently provides Clinical Social Work assessment and diagnostic services for Veterans with a broad range of mental health challenges receiving care within the clinical setting. Has advanced knowledge and experience in the use of mental health diagnoses, disabilities and treatment strategies; this includes acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology. - Establishes and maintains effective therapeutic alliances with Veterans and their families. Provides education to both patients and family members regarding relevant mental health concerns. - Maintains required training and/or certification to provide comprehensive, evidence-based psychotherapeutic interventions, including but not limited to individual, family, and/or group psychotherapy and psychoeducation - Provides crisis intervention services, seeking to address the cause as well as the presenting complaint. - Provides consultation to other health care providers regarding mental health assessment findings and treatment planning for patients to ensure that care is appropriately coordinated, collaborative, and integrated within the Medical Center Supervisory Controls: The Social Work Program Manager (BHIP Outpatient Manager) reports administratively to the Chief of the Mental Health Service or delegate in the absence of the Chief, Mental Health. Customer Service: Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a Social Worker in VHA, all applicants must meet the following: a. United States Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). b. Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. c. Licensed or certified: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid. Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified d. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). A doctoral degree in social work may not be substituted for the master's degree in social work. Grade Determinations: Experience and Education. One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. b. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all the following KSAs: 1) Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. 2) Ability to translate management goals and objectives into well-coordinated and controlled work operations. 3) Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. 4) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. 5) Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. 6) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. 7) Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. 8). Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.
