This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent is assigned as the natural resource management specialist at District lake projects where the Natural Resource Program has been determined by management to be one of the most difficult assignments. Resources are subjected to intensive use and/or unusually complex.

Duties

Forest and Vegetative Management: Develops long and short-range plans for forestry and silvicultural practices including reforestation, timber stand improvement, inventory, and timber sales. Ensures protection practices are in place for fire suppression, timber theft, insect and disease control, and endangered plant preservation. Initiates action required to establish and/or maintain tall grass prairies, wetlands, and other threatened plant communities. Is responsible for project wide noxious plant control and proper pesticide use. Fish and Wildlife: Develops and implements plans for management of Fisheries and wildlife. Responsible for proper evaluation of habitat types and prepares management recommendations in final form. General Administration: Responsibilities include establishing priorities of work to be performed and equipment to be purchased. Is responsible for the administration of contracts within the authority of the designation. Soils: Ensures proper soil conservation practices are included for timber sales, resource leases, recreation, and road construction activities. Shoreline Management: Is responsible for maintenance, marking, and protecting the lake boundary.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent will be required to operate flood control gates to control water levels on waterways. This position is, therefore, subject to random drug testing in accordance with ER 690-1-1218.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements: Natural Resources Management and Biological Sciences 0401 series Forestry Series 0460 Soil Science Series 0470 Fish and Wildlife Administration Series 0480 Wildlife Biology Series 0486 Minimum Qualifications for GS-11: Specialized Experience: One year of specialized experience which includes developing long and/or short-range plans for forestry and/or silvicultural practices; implementing plans for management of Fisheries and/or Wildlife; and formulating operating procedures to preserve natural resources and/or emergency procedures for unusual environmental situations This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
