THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a ACCOUNTING TECHNICIAN (TITLE 5), Position Description Number T5151000 and is part of the HI USPFO, National Guard.

Duties

SUMMARY OF DUTIES: The purpose of this position is to provide analysis, validation, processing, and correction of financial transactions and issues/ discrepancies involving the full range of accounting services. Incumbent uses a complete understanding of inter-related work systems across multiple functional areas and their interoperability to ensure the validity and accuracy of all obligations, disbursements, collections/deposits, and adjustments related to financial records. Performs broad in-depth analysis on multiple management systems and applies this information to complicated precedent type cases to resolve especially difficult and sensitive, out of balance conditions associated with processing actions within accounting systems. Reconstruct inaccurate accounts, gathers and organizes information for inquiries and resolves problems referred by managers, employees, congressional inquiries, etc. Uses fiscal accounting and related interfaced systems to provide input/adjustments to the fiscal accounting database of record and the interoperable feeder systems of logistics, contracting, pay, travel, accounts payable, disbursement and interfund automated systems. Uses computer master file systems, document processing and the effects of transactions on existing records to modify normal automated processes in existing accounts while protecting historical data. Qualifications

GENERAL EXPERIENCE: Qualifying general experience includes experience, education, or training involving arithmetic principles, attention to detail, and application of established procedures for recording and compiling data. Experience in sorting and verifying receipt of documents; recognizing or matching forms containing names, numbers, and codes; and establishing a filing system. Experience verifying accuracy and completeness of documents, maintaining or reconciling accounts and records; researching documents for discrepancies in debits and credit entries and taking necessary action in balancing accounts; and entering, deleting, and retrieving data utilizing an automated system. Experience validating accounting data, analyzing unusual trends for corrective action, maintaining and researching records, and preparing reports. Experience in correcting coding or other errors that result in computer generated rejects. SPECIALIZED EXPERIENCE: Must have 1 year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with validated understanding of the basic principles and concepts of the accountant occupational series and grade. Experiences gained through military technical training schools or civilian academic courses, or related civilian work may substitute for some specialized experience and be credited toward the one-year on-the-job specialized experience. 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training of total accounting procedures. Experience planning, organizing, and coordinating work to resolve problems that occur. Financial Management Certification Requirements: The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position. Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension. The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs. The financial management certification requirements will vary for positions dependent on the complexity and responsibility of the positions' financial management supervisory and non-supervisory business programs. Financial management certification requirements are in the conditions of employment and notes in the position description. Supervisors of financial management coded positions coordinate with the component administrator and component certification authority to determine financial management certification requirements of employees occupying financial management coded positions. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition, prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: - Dismissal from employment for delinquency or misconduct. - Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct. - Intentional false statement or deception or fraud in examination or appointment. - Habitual use of intoxicating beverages to excess. - Reasonable doubt as to the loyalty of the person involved to the Government of the United States. - Any legal or other disqualification which makes the individual unfit for service. - Lack of United States Citizenship. j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken. k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position. l. Education

OTHER REQUIREMENTS:

For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Certification Level 1: THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

2. Must be able to obtain and maintain the appropriate security clearance of the position.
