Duties

This position serves as the manager, Chama Field Division, Albuquerque Area Office. In this capacity, the incumbent is responsible for directing and coordinating all division activities necessary for the operation and maintenance of Blanco Dam and Tunnel, Oso Diversion Dam and Tunnel, Little Oso Dam, Azotea Tunnel, Heron Dam, and related facilities. This position is also responsible for supervising the operation and maintenance activities of El Vado Dam and related facilities. Duties include: Develop and train subordinate workforce to operate and maintain three diversion dams, three tunnels, two storage dams, and associated facilities; Participate in Emergency Management exercises and actual events for facilities under the purview of the field division; Represent the Area Office and Reclamation in public relations with other Federal, State, County, and civic groups on matters related to the operations and maintenance of project works; Administer minor construction contracts when directed for the operations and maintenance of project works; Prepare program and budget requests for the Chama Field Division activities, materials, and supplies, and prepare realistic cost estimates and time schedules; Direct the maintenance and inspection program; Ensure the proper testing and operation of mechanical, electrical and electronic facilities; Provide technical guidance and advice to staff; Direct or operate the automatic diversion control system which is computer operated to open and close gates. Work is carried out at several different sites, several miles apart. Much of the work is performed inside tunnels. Work is also carried out around moving engineering equipment, unstable soil, where significant unsafe conditions are predominant. These conditions make the supervisory task more complicated/difficult.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience performing at least three (3) out of the four (4): (1) providing administrative oversight responsibility for construction projects; (2) preparing reports, plans and status updates for management review; (3) developing and/or executing financial plans and/or budgets; (4) submitting recommendations for procedures and schedules of preventative maintenance for construction projects.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 08/21/2024.
