The primary purpose of this position is to serve as the AFTC Strategic Services Program Management Coordinator providing guidance and oversight of a portfolio of service acquisitions. Includes providing guidance, direction, strategic focus on the center's contracted support services, processes and procedures.

Strategically develop policy and guidance in conjunction with AFPEO/CM, AFMC and contracting staff for AFTC contracted services.
Develop surveillance and quality programs.
Develop processes and tools for oversight by the Services Acquisition Decision Authority.
Ensure performance management and contractor oversight processes are robust and relevant.
Educate and assist program managers and multi-functional team members.
Lead the Annual Execution Review to AFMC/CA and AFPEO/CM and the Wing Services Execution Review to AFTC/CA.
Support the timely submittal of Contractor Performance Assessment Reports (CPARs).
Maintain accurate metrics on AFTC Services Portfolio programs.
Develop information for the AFTC Service Newsletter.
Maintain the AFTC/AZ web site content with accurate and timely information.
Leads, manages, directs, or is responsible for activities either directly, or in support of, DoD funded acquisition
efforts.
Delivers presentations on program status, accomplishments, problems/analysis/solutions, requirements for
support, and promotion of program objectives.
Represents the program office at higher levels within the organization and contractor organizations.
Works in conjunction with the contracting officer to approve terms and conditions set forth in contract
negotiations, contracting plans, budgets,

- Incumbent must reside at one of the designated duty locations.

- The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
- The employee must meet, or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to
the career category designated on the position description within 24 months of assignment.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 or in the Federal Service. Specialized experience includes directing or supporting activities related to the acquisition of Contract Support Services. Directs and coordinates the collective efforts of a multi-disciplined staff of military, civilian, and/or contractors assigned to a program.
Desired Skills:
2 years experience interpreting and implementing requirements of DAFI 63-139 (Services Acquisition)
2 years experience with cost schedule and performance responsibility of an SCAT program
2 years experience with management and supporting systems (e.g., Services Management Tool (SMT), FPDS-NG, CPARS, etc.
Knowledge, Skills and Abilities (KSAs):
Knowledge of laws, principles, policies, and practices of acquisition and program management
Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities
Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the acquisition process
Ability to plan, organize and direct various aspects of the acquisition process
Knowledge of safety and security regulations, practices, and procedures.
Skill to plan, organize, and direct the functions and staff in critical aspects of development and production,
support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as
engineering, contracting, financial management, configuration, test, and manufacturing.
Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory
employees.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
