This position is the primary contact for the Accounting Department and its relational functions partners, and customer to seek out and utilize for interpretation, guidance, and direction for matters related to funds management, purchase and contracting obligating, requisitioning and delivery order obligation, invoice payables, credit memos reimbursement, sharing agreement, processing and financial systems supporting those activities.
Duties
Audits areas in the accounting unit and validates supporting documentation to ensure audit trail presence.
Computes and enters bad debt allowance and other GAAP requirements.
Reviews, tracks, and monitors technical aspects of an accrual based electronic system of record.
Analyze and provides responses and/or recommendations for out of balance conditions.
Follows Generally Accepted Accounting Principles (GAAP) to identify problematic areas.
Reconciles General Ledger and subsidiary accounts.
Coordinates Data with other services and provides professional technical accounting advice and assistance.
Reconciles monthly work in process, patient funds, suspense, 224 matching and general ledger accounts and reports out of balance conditions.
Performs reporting and effectively communicates findings with various managers and supervisors from differing fields and educational levels.

Processes data entries in an accrual-based system encompassing a full range of assets, liabilities, and expense.
Analyzes various trust, asset, appropriations, and classification to assure Financial Management System accuracy.
Tracks through a series of transactions and erroneous general ledger and system entries for error isolation and corrective action(s).
Test accounting data and ensures a system of compliance is in place.
Performs training to the unit for excel, database, macro and downloading of information from corporate on an as needed basis.
Uploads documents onto a Sharepoint for action item submission.
Analyzes general ledger data for accuracy and timeliness. Trains and provide s corrective updates.
Communicates closely and monitors revenue, facilities, and logistic staff in reconciling fixed assets, accounts receivable and other reports.
Performs written action plan responses in a coherent, understandable manner & format. Responses are communicated to manager/leaders across VHA with answers to questions being provided promptly and without argument.
Work Schedule: Full-Time, Monday through Friday, 8:00AM - 4:30PM - Tour of duty to be determined by supervisor based upon facility needs.
AD HOC Telework: VA supports the use of AD HOC telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for AD HOC telework. AD HOC Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Individual Occupational Requirement (IOR): Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements.
To qualify you must possess one of the following:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") *TRANSCRIPTS REQUIRED*
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. *TRANSCRIPTS REQUIRED* The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience and/or directly related education relevant to this position.
Applicants must also meet the experience that you possess that demonstrates the ability to perform the work at the GS-12 level or equivalent pay band in the Federal service. To qualify at the GS-12 grade, applicants must have one year of specialized experience equivalent to the GS-11 level or higher.
Designs, modifies administers, analyzes and changes accounting system, programs or methods to stay in conformance with governance contained by the general Accountability Office (GAO) Redbook, Statements of Federal Financial Accounting Standards (SSFAS) US. Treasury and VA Policies.
Assures the effective operation of an Accounting Department
Ensures the obligation and payments of commercial purchases, contracts and federally requisitioned goods and services
Develop and promulgate accounting policies and standards covering operations, to solve problems maintaining accounting systems
Ability to respond in writing to external and internal auditors with accurate findings regarding the accounting department.

Physical Requirements: The work is principally sedentary with some lifting, carrying, bending, and other general movements required in an office setting. Filing may demand some kneeling or the use of stepstools.
