Duties
As a COMPOSITE FABRICATOR SUPERVISOR - Title 32, WS-4352-10, you will perform supervision of workers performing maintenance on Low Observable (LO)/low signature aircraft (B-2/F-22/F-35). The occupation and grade level which best reflects the nature of the overall work operations supervised is WG-10.
MAJOR DUTIES:
1. Planning: Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods and policies. Determines skills, materials and equipment required to do the work. Participates in the initial planning of current and future work schedules and development of budget requests. Provides workload data, estimates, information on staffing needs, and recommendations as the scheduling of projected work.
2. Work Direction: Reviews tasks to be performed. Ensures prescribed methods and procedures; informs subordinates on new procedures and provides assistance on problems. Periodically monitors work in progress and upon completion. Obtains approval from higher-level supervision for changes in standard or prescribed procedures and changes in work operations. Suggests ways or methods to improve operations or reduce costs.
3. Administration: Convenes an interview board and conducts interviews during hiring process. Recommends individuals to fill vacancies, for promotion, or reassignment. Establishes performance standards and accomplishes performance appraisals utilizing My Biz/ My Workplace electronic documentation. Conducts and/or oversees on-the-job-training (OJT) and recommends employees for formal training programs. Prepares lesson plans, conducts and documents training utilizing electronic Training Business Area (TBA) records. Counsels with employees on disciplinary issues and recommends disciplinary action. Attempts to resolve informal complaints and grievances, referring unresolved or more serious issues to the incumbent's supervisor. Schedules and approves leave. Coordinates with Finance office, manages Time and Attendance (T&A) records and enters data into Defense Information System Agency (DISA) network. Encourages employees to participate in suggestions and cost reduction programs. Reviews and approves supervisor level Technical Order Data Change Requests (TODCR).
4. Performs the non-supervisory functions of the organizational segment supervised.
5. Implements safety regulatory requirements. Ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions.
6. May act as the Activity Security Manager (ASM) who oversees the security program. Ensures personnel receive annual security training and provides required documentation to maintain access to Special Access Programs (SAPs). Ensures security accountability and safe keeping of secret and confidential documents, materials, equipment and hardware/software. Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. Attends conferences and participates in formal training sessions to facilitate informational cross talk and remains current in maintenance trends.
7. Performs other duties as assigned.
Qualifications
GENERAL EXPERIENCE: An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: To qualify for the WS-10 level, you musthave at least 36 months of specialized working experiences in performing maintenance on B-2, F-22, and/or F-35 aircraft Low Observable (LO)/low signature. Must have at least 12 months of supervisory experiences in the military maintenance programs. Must have working knowledge of aircraft structural maintenance, metals technology, survival equipment, and nondestructive inspection methods; characteristics and identification of aerospace and non-aerospace materials; concepts and application of maintenance directives; maintenance data reporting; and proper handling, storage, use, and disposal of hazardous waste and materials. The applicant must have a comprehensive knowledge in the principles of LO aircraft signature management and aircraft radar signature reduction techniques. Competent in providing the appropriate training in regard to the functions of inspection, maintenance, installation, modification, and repair of LO special technology structures, coatings, and finishes. The applicant requires experiences in using coating application equipment that uses special technologies for traditional coatings. Must have a comprehensive knowledge and skills in troubleshooting procedures, diagnosing problems and determining corrective actions in the maintenance of LO aircraft systems. Must have working competencies of assigned computer systems such as Integrated Maintenance Information System (IMIS) or Autonomous Logistics Information System (ALIS); and FWS associated hardware to precisely enter information into the B-2 Information Maintenance System (IMS), F-22 Signature Assessment System (SAS) or F-35 Low Observable Health Assessment System (LOHAS). Applicant requires a full-range of practical working knowledge of Technical Order Data (TOD), F-35 Joint Technical Data (JTD), MAJCOM instructions, and local maintenance procedures. Must have experiences working with LO system damage types, complex dimensions, and location plots. The applicant must have the working skills and knowledge of assigned computer systems such as, IMIS, IMS, ALIS, SAS, and/or LOHAS used for maintenance planning, technical instruction, and maintenance documentation. Must have at least 12 months of supervisory experiences in maintenance personnel programs. The supervisory experiences involved leading, planning, and scheduling program work in a manner that promoted smooth flow and even distribution of assigned work requirements. Experiences included training and guiding employees on maintenance programs and assigning tasks. Supervisory experiences involved balancing maintenance program work requirements, securing safe working and hazard-free environments, and complying with union bargaining agreements. Competent in providing counsel, directing and providing corrective behavior or disciplinary actions. Experienced in applying mentoring, coaching and counseling employees on behaviors and/or performance issues. Experienced in structuring assignments that created effective and efficient procedures with measured and improved task processes. Must have demonstrated experiences and/or endorsements on employee mentorship competencies that improved working relationships and employees' performance. Supervisory experiences provided employees with improved training applications and completion of career development skills and continuing education course programs. Supervisory experiences involved planning work requirements and assigning work to subordinates. Competent in establishing priorities and preparing schedules for work completion. Skilled in determining assignments based on priorities, degrees of difficulty, and program requirements. Competent in conducting employment interviews and recommending appointments, promotions or reassignment of employees. Knowledgeable and skilled on performance standards, monitoring, and evaluating employee performance. Experiences resulted in the employees' increased values in quality work, timeliness considerations, and work efficiencies. Must have working knowledge of equal employment and affirmative action programs.
