About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence at Fort Eisenhower, Georgia.

Duties

Responsible for providing vital reference and research assistance to library patrons, ensuring mission-critical support. Establishes effective channels for continuous, reciprocal communication with assigned academic departments, ensuring faculty members stay abreast of library initiatives, programs, and forthcoming events. Performs original or modified descriptive cataloging, subject analysis, and classification of a wide variety of specialized information in all formats. Engages in the selection, design, and customization of metadata schemas, controlled vocabularies, and data dictionaries.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and retain a Top-Secret security clearance with eligibility to Sensitive Compartmented Information (SCI)
  • The incumbent must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • TDY travel may be required up to 5%.
  • Work requires some physical exertion such as long periods of standing or recurring activities such as bending, stooping, reaching, pushing loaded book trucks; or repeated lifting of moderately heavy items (45 lbs. or less)
  • This is an obligated position; Incumbent must sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
  • This is a Cyber Term position scheduled to last 3 years. A Cyber Term Appointment may be extended to a maximum of five years depending upon the needs of management.
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Education Requirement for Librarian: Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. OR Combination of Experience and Education: A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit transcripts with your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Providing various reference services based on client interviews or written requests for internal and external customers; (2) Performing original or modified descriptive cataloging in machine-readable cataloging format; (3) Overseeing the circulation desk in a Library including the use of an automated library system to charge/discharge materials and reserve items and 4) managing a full range of personnel functions as a lead or supervisor of other employees within an organization. OR Education: Three (3) full years of progressively higher-level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. NOTE: You must submit transcripts with your application. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
