About the Position: Regional Economist is responsible for economic aspects of the mission for Branch such as planning, organizing, developing, coordinating, and conducting economic studies and analyses of river systems and river basins of water resource development projects for flood control, ecosystem restoration, water supply, navigation, recreation, electric power and other comprehensive water historical growth and future development of the US, region, and any area under study.
Duties
Conduct studies to determine and project impacts such as displacement of people, businesses and farms; urban and community impacts.
Analyze outcomes such as income distribution, employment distribution, population distribution and composition, community cohesion, community growth, housing, fiscal condition of state and local governments, community facilities and services, noise.
Conducts studies of past records, establishes trends, and makes projections .
Forecasts through use of established indices of population, agriculture, manufacturing, new construction, income, transportation, labor and other socioeconomic factors, sometimes obscure in nature.
Prepares, or directs preparation of, socioeconomic data for annual budget submissions and environmental assessments and environmental impact statements.
Conducts special socioeconomic and related studies such as impact, land use, market analysis, and transportation, as inputs to planning.
Prepares estimates of study costs and schedules. Reviews studies prepared by other agencies, organizations and contractors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% for official duties/training.
- This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
- Serves as an incidental motor vehicle operator. Operates an automobile or light truck to accomplish assigned duties. Employee must be physically able to operate the motor vehicle without danger to self or others.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11).
Specialized experience is defined as:
1) Experience conducting economic analysis and planning for civil works projects.
2) Experience performing comprehensive economic studies related to water and land resources.
Basic Requirement for Economist 0110 Series:
A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
