About the Position: Serve as the Plans and Operations Officer in Plans, Training, Mobilization and Security (PTM&S) that supports a population of over 17,500 beneficiaries in a Military Treatment Facility (MTF). Responsible for all aspects of Plans and Operations (both classified and unclassified), and principle advisor to the Chief of PTM&S for all Plans and Operational issues related to the MTF to include providing direct oversight of PTM&S Emergency Management policies and procedures.
Duties
Reviews and evaluates contingency plans for the Medical Activity (MEDDAC) for mobilization, emergency and administrative planning in accordance with (IAW) the Installation and Clinic Emergency Preparedness Plan.
Supervises the planning, organizing, and execution of readiness drills, and other contingency exercises to evaluate Emergency Management readiness.
Coordinates taskings with departments, division chiefs or individual Soldiers to meet obligations within taskings.
Supervises the day to day operations of PTMS, tracks internal tasks assigned by the Chief to staff, and staff completes task by assigned suspense.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated as “Key” and will not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- You must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
- This position is identified as Mission Essential which may require you to work or remain at work during an emergency situation or when inclement weather has curtailed operations (e.g., threat to the facility, natural disaster, delayed reporting).
- This position requires you to be able to obtain and maintain a determination of eligibility for a Secret security clearance of access for the duration of employment which includes a background investigation and credit check.
- This position requires Temporary Duty (TDY) or business travel approximately 10% of the time away from your permanent duty station.
- This position may require incumbent to work on call during irregular work hours which may include evenings, weekends, holidays and/or varying work schedules.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- A candidate tentatively selected for appointment to this position will be required to sign a statement consenting to annual seasonal influenza vaccination.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: reviewing contingency plans and/or operational readiness for an organization; assisting with methods for improvement of effectiveness and productivity for various operation programs; and preparing briefings on topics to communicate to senior staff. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
