This position is located in Office of the Chief Financial Officer. As a Training Specialist, you will plan, design, develop, and manage all the phases of instructional design for training in OCFO.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Assesses program content and instructional materials to develop new course products, including researching, designing, and developing training programs, workshops, and seminars. Planning and managing instructional system design process, including a needs analysis, course/program/curriculum design and development, selection of instructional media and methods, and formative and summative evaluations. Coordination and tracking of the local training program and works with management to identify individual and broad-based training needs. Providing classroom instruction covering a broad spectrum of complex subject matter, including but not limited to related laws and regulations, operating policies administration of U.S. Citizenship and Immigration Services. Developing training materials, using electronic media, and the various applications within the Microsoft Office suite.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/16/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/16/2024. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate) Undergraduate AND Graduate Education: Major study -- education or a subject area related to the position to be filled OR Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Supporting in coordinating, identifying, tracking and maintaining records of mandatory training requirements; Developing and maintaining training curriculum, schedules, training and readiness manuals and other training documentation and guidance; Assisting with researching, designing, and developing training programs, workshops, and seminars; Supporting with planning and managing major phases of instructional system design processes; Applying a variety of teaching methods to include classroom training, distant learning, and web-based conferencing. OR You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
