This position is located with the Bureau of Indian Affairs, Superintendent, Uintah and Ouray Agency in Fort Duchesne, Utah. This position will share, with the Superintendent of the Agency, the administration of the Agency's organizational programs, and work to formulate and promulgate Agency application of national policies and programs. Incumbent will also assume continuing responsibility for managing Agency operations of trust programs administered by the BIA.

Duties

Provide technical assistance to the Tribe in the self-determination process, and coordinate the monitoring of Tribal contracts and grants through the Self-Determination Specialist. Provide leadership for all Agency trust programs to foster the effective conservation and utilization of all Indian resources. Ensure Federal trust property adheres to applicable statures, codes, treasury regulations, and departmental and BIA policies. Maintain a cooperative working relationship with Tribe(s), individual Indians, Indian lessors, Tribal leaders and OST-Trust Officers, and other Federal programs/officers. Review natural resource plans, interagency memoranda of understanding, legislation, regulations, and policies of natural resources functions to act on behalf of the BIA and Indian people.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards ). GS-14 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-13 grade level in the Federal service. Specialized experience: Carrying out all activities at all phases of an Agency's trust programs, i.e., trust, natural resources, forestry/fire, real estate services, to include land consolidation, probates, minerals, lease compliance, and acquisition and disposals; & managing and coordinating the activities of the trust programs to ensure that all program elements responsible for disbursing federal funds or managing federal trust property adhere to applicable statues, codes, treasury regulations, departmental policies, and BIA policies. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
