This position is located within the Fleet Medicine Directorate, at the Branch Health Clinic (BHC) 1007/1008, USS Tranquility, located at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois. The Lovell FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois and Wisconsin which provides medical and dental services to U.S. Military Veterans, Recruits, and Active Duty and eligible beneficiaries.

Duties

The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major Duties:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For GS-7: Experience: One year of specialized experience that has equipped you with knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-05 grade level or higher, or an equivalent level of responsibility. Specialized is an understanding of laws, regulations, policies, and procedures for building structure, validating space utilization, correcting building deficiencies and problems, administration, policies/procedures, and to conducting day-to-day operations.-OR- Education: Possess at least one full year of graduate level study or possess a master's or higher degrees in a field that provided the knowledge, skills, and abilities necessary to do the work. (Transcript required) -OR- Combination of Experience/Education: Possess a combination of successfully completed graduate education and experience to meet total qualification requirements for the grade level. To be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (Transcript required) -OR- Superior Academic Achievement at the GS-7 level:(SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Rank in the upper one-third of your class in the college, university or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. For GS-9: Specialized experience: One year of specialized experience that has equipped you with knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-07 grade level or higher, or an equivalent level of responsibility. Examples of specialized experience include but are not limited to: Planning a comprehensive operation, determining the resource needs to carry out the programs and setting priorities for accomplishing various projects; Controlling and evaluating the effectiveness and economy of operations through inspection programs, budget control and management improvement studies; Developing budgetary plans and overseeing all fund control point activity.-OR- Education: Possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a related degree or LL.B. or J.D. (Transcripts required) -OR- Combination of Experience/Education: Possess a combination of successfully completed graduate education and experience to meet total qualification requirements for the grade level. To be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent regularly performs walkabout of external areas which involves prolonged standing and walking while monitoring operations; climbs ladders and works in overhead spaces.
