This position is located at Departmental Offices, Management/Chief Financial Officer -Office of the Procurement Executive (OPE). As a Procurement Analyst in OPE's Oversight & Improvement team, you will perform reviews of major acquisitions and conduct analyses to address systemic acquisition issues. Note: This position is eligible for REMOTE WORK from within the Washington, DC commuting area. There may be occasions in which you would be required to come into the office on an ad hoc basis.

Duties

As a07094B you will: Evaluate bureau procurement operations including file and system level reviews. Advise the Senior Procurement Executive on unique, innovative acquisition policies and procedures. Analyze unusual acquisition issues; identifying and implementing novel or innovative courses of action. Formulate ad hoc reports and perform advanced analysis of data found in the Federal Procurement Data System Next Generation (FPDS-NG) and other sources of procurement information. Review the design of customized acquisition strategies for complex departmental and bureau procurements.

Qualifications

You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE:For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Providing technical leadership, staff coordination, and consultation in a functional area of procurement, including responsibility for formulating policy, assessing acquisition functions, implementing new developments, and providing legislative and policy interpretation to senior-level acquisition managers. Examples of qualifying experience could include: Evaluating procurement operations including file and system level reviews; OR Developing oversight strategies to monitor a highly complex, high dollar acquisition environment; OR Analyzing complex acquisitions to determine appropriateness of acquisition strategy and ensuring compliance with federal regulations and policy; OR Managing highly complex, short duration projects directed at rapid problem solving, analysis and recommendation for senior level management. The experience may have been gained in either the public, private sector, or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

1. You must meet the basic requirements outlined in A and B unless the exception in C applies.

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years experience in contracting or related positions. The mandatory training for this position is completion of the requirements to earn FAC-C Professional certification or equivalent. Detailed information on the FAC-C Professional program can be found at https://www.fai.gov/certification/fac-c/new-fac-c-professional. Equivalence: Current federal employees certified at any level in the legacy FAC-C program meet this requirement, as do applicants holding a valid, current DoD Contracting Professional Certification. Alternate certifications including FAC-COR, FAC-P/PM, and private sector certifications are NOT equivalent to FAC-C Professional and do not meet this requirement.]

AND

B. A bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.
