About the Position: The supervisory accountant(staff) position is located at U.S. Army White Sands Missile Range, White Sands Test Center, with duty location of White Sands Missile Range, Dona Ana County, New Mexico.
Duties
Serves as the Managerial Accounting Branch Chief within the Management and Accounting Division with responsibility for supervising a staff of accountants and accounting technicians engaged in operating an internal commitment accounting system and maintaining the outputs from the Defense Finance and Accounting Service (DFAS) accounting system to meet the managerial reporting requirements of supported activities funded by various appropriations including O&MA, RDTE, PROC, DOD and corresponding reimbursable funds. Serves as the focal point for advice, guidance and support on all matters relating to accounting systems and operations issues.
Requirements
- Official Temporary Duty (TDY) up to 10-15% of the time may be required.
- Must obtain and maintain a SECRET Security Clearance.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

I have a bachelor's degree (or higher degree) in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts.)
OR
I have a combination of education and experience which includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. OR
I have one year of specialized experience equivalent to the NH-02 pay band or GS equivalent in the Federal service which includes: 1.) Provides guidance and recommendations on fiscal policies, related to appropriations as to purpose, time and amount, based on established regulations/policies.; 2.) Ssupervise a staff of accountants and technicians engaged in providing accounting support for organizational programs/concerns.; 3.) Address accounting issues via multiples systems such as: GFEBS, CIMS, SOFIMS, SPS, DTS, ATAAPS, etc. and 4.) Interpret and implement overall financial management policy in accordance with established regulations/policies.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

The U.S. Army Test and Evaluation Command is participating in an alternate personnel system known as Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 step 01 through GS-13 step 10 grade levels. Therefore, the control point will be sent no higher than $115,079.
