Duty Location: The Supervisory Facility Operations Specialist will be duty stationed in Gaffney, SC at Cowpens National Battlefield (COWP).

Duties
Major Duties:
This position is responsible for all facets of facility management operations at Cowpens National Battlefield (COWP), Kings Mountain National Military Park (KIMO), Ninety Six National Historic Site (NISI), and the Overmountain Victory National Historic Trail (OVVI).
The incumbent is a member of the park group management team, leading the Division of Facility Management, and reporting directly to the KIMO/COWP Superintendent. The Division of Facility Management provides for stewardship of park assets/facilities, and the maintenance and preservation of natural and cultural resources, ensuring that the parks are safe and welcoming for visitor use and enjoyment.
The Supervisory Facility Operations Specialist will manage a complex building and utility system maintenance program, which includes park housing; develop and implement annual work plans and preventative maintenance programs; contribute towards the development and implementation of park management policies and operational decisions as a member of the park management team; utilize facility management databases and software systems to monitor and report on the asset inventory and its condition; utilize project management systems to address deficiencies within facility portfolio, identify funding needs outside of base park operations, request additional funding to complete projects, and develop multi year plans; develop and implement projects including scoping, planning, design, spending plans, cost estimation and budgeting, as well as managing the construction process and documentation requirements; serve as contracting officer representative on multiple construction and service contracts; develop and manage division budget; exercise full scope of supervisory duties; assign work, establish work schedules, and set work priorities for entire work unit; ensure that all work performed by division complies with historic preservation and environmental regulations as well as applicable building codes, life safety codes, national fire codes, and accessibility standards; communicate and work with an interdisciplinary park staff, park volunteers, and the public; and implement a comprehensive safety and training program for division.

The incumbent will oversee facility management operations at Cowpens National Battlefield (COWP), Kings Mountain National Military Park (KIMO), Ninety Six National Historic Site (NISI), and the Overmountain Victory National Historic Trail (OVVI). The parks preserve historic resources where battles were fought that proved to be instrumental in leading the Patriots towards victory in the American Revolution. The historic sites provide miles of recreational trails, hundreds of acres of natural resources, and interpretive programs where the stories of the heroic citizens that fought in the conflict are told to thousands of visitors each year. The park portfolio is comprised of administrative and visitor support facilities, cultural landscapes, historic resources significant to the American Revolution, and natural resources of local ecological significance. The distribution of the park sites adds to operational complexity.
The parks, aside from OVVI, are located within the Piedmont region of upstate South Carolina.
All basic services including schools, medical, and shopping facilities are located within a short drive of each park. There is a full range of housing for sale or rent in the area, and the cost of living is considered moderate. Temperatures for the area range from very hot and humid in the summer to cool and moderate in the winter.

REQUIREMENTS CONTINUED:
Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-11 grade level, you must possess at lease one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered the 1 year of full-time study requirement. You must provide transcripts.

Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. For example, 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education, 75 percent of the required experience and 50 percent of the required education, i.e., 1/2 year of graduate study beyond that required for GS-9. You must include transcripts.

You will receive credit for all qualifying experience, including volunteer experience.
