Duties

WHAT IS THE CFO - Chief Financial Officer DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: The Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, ACFO Revenue Financial Accounting, Revenue Accounting Operations, Campus Accounting Department 1 The following are the duties of this position at the full working level. -Examines all reports for unusual trends or abnormal increases/decreases which could indicate a processing backlog, depository bank problems, local internal systemic or procedural problems. -Compares current year reports data against prior year figures to identify and determine reasons for variances or abnormal balances. Increases in accounts such as unpostables, unidentified remittances, substantiated credits allowed, unclassified Federal Tax Deposits (FTDs), and losses and shortages could reveal systemic or processing problems. -Analyzes the Reciprocal Accounting Control Record (RACR) to identify error trends in journaling or a large number of unreconciled items, which could indicate systemic problems. -Reviews suspended accounts for timely problem resolution, proper use of accounts, and procedural adequacy relating specifically to deposit discrepancies. -Serves as the Accounting Operation liaison with the Martinsburg, Tennessee, and Detroit Enterprise Centers regarding run balancing problems, processing procedures, back-logs, IRM inconsistencies, and other mutual problems identified through reports review.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Demonstrated experience in using applicable programs to collect and/or review data and reports, prepare and/or assist with the preparation of reports; apply and interpret Internal Revenue Manual (IRM), policies and procedures to provide management and program support; Collect, review, and analyze reports and evaluate information to draw conclusions, discuss findings, and resolve problems; Experience with tasks such as extracting information, analyzing data, creating and/or completing reports; Administratively monitor reports/programs; and experience in advising on work efforts and participating in studies or projects to gather information, identify problems, and report on trends. OR EDUCATION: Two (2) full academic years of progressively higher-level graduate education in any field of study from an accredited college or university. OR A master's or equivalent graduate degree in any field of study from an accredited college or university. OR LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of qualifying graduate education and experience equivalent to that described above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
