Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as supervising staff of acquisition professionals whose work consists of negotiating, procuring and administering contracts in support of programs; establishing and monitoring performance measures to assess the effectiveness, efficiency, and progress of a team.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of planning, developing, establishing and managing a procurement program in support of various program offices.
Knowledge of federal procurement regulations and guidelines regarding procurement under assistance agreements.
Skill in oral communication.
Skill in written communication.
Skill in negotiation techniques to advise subordinates in developing pre-negotiation strategy, in conducting negotiations and in directing post-award negotiations involving contract changes or modifications.
Skill to identifying, modifying and interpreting constantly changing regulations and guidelines that apply to specific situations.
Ability to lead staff by evaluating work performance and giving advice, counsel, and instruction.
Ability to plan, organize, and direct the functions of subordinate organizational units.
Ability to mentor, motivate, and appraise staff.
In addition to the requirements above, you must have (and will be required to maintain) Federal Acquisition Certification in Contracting (FAC-C) (Professional) or Department of Defense (DoD) Contracting Professional Certification.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You must have (1) a bachelor’s or higher degree from an accredited or pre-accredited college or university that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; (2) completed all mandatory training prescribed by the agency for progression to GS-13 (or equivalent) or higher level contracting positions; and (3) at least 4 years experience in contracting or related positions, at least one year of which must have been specialized experience as described above.
