You will serve as an Engineering Technician in the Facilities Engineering & Acquisition Branch, Public Works Department Oceana of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will perform a wide range of performance assessment and monitoring duties in support of facilities service contracts and the Performance Work Statement.
You will prepare contract documents (drawings, specifications, cost estimates, etc.) for CAT 3/4 construction and maintenance contracts.
You will prepare detailed material and labor estimates using estimating handbooks and/or engineering performance standards for CAT 3/4 construction and maintenance contracts and modifications.
You will participate in acquisition planning conferences with contract administrators, contract specialists and customer activities on complex jobs to advise customers of scope of work and conditions under which work will have to be performed.
You will apply general expertise in Microsoft Office and Adobe computer programs .

- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
- You may be designated as ALPHA personnel and required to report for duty or held in a duty status to provide support before, during or after special emergency situations.
- You may be assigned to a similar position at any site or workstation within the commuting area.
Qualifications
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying general expertise in Microsoft Office and Adobe computer programs; 2) Collecting data pertaining to the scope of work to determine the amount and type of labor and material required; 3) Performing a wide range of performance assessment and monitoring duties in support of facilities service contracts and the Performance Work Statement; 4) Preparing technical contract documents (i.e. drawings, specifications, cost estimates) for CAT 3/4 construction and maintenance contracts.
For the GS-10: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing technical contract documents (i.e. drawings, specifications, cost estimates) for CAT 3/4 construction and maintenance contracts; 2) Applying general expertise in Microsoft Office and Adobe computer programs; 3) Assisting higher graded technicians in collecting data pertaining to the scope of work to determine the amount and type of labor and material required.
