You will serve as a Program Analyst in the Special Program Office of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
A Cost-of-Living-Allowance (COLA) of 8.9% will be added to the stated salary.
Duties
You will advise program managers or project managers of projects with potential schedule or cost issues.
You will track and monitor total funding for the design and construction program by fund sources.
You will provide data input and generate reports using automated systems.
You will track commitments and expenditure funds issued to the various regions and procurement agencies.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
To qualify for the GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Receiving, processing, and tracking acceptance of funds in accordance with federal, DoD, Navy, and local policies and regulations; 2) Analyzing and evaluate financial data to identify issues, manage funds, and recommend corrective actions; and 3) Utilizing a variety of automated systems (e.g., CFMS, COGNOS, ieFACMAN) to gather data and complete assigned tasks.**NOTE** This information must be supported by your resume in order to be considered for the position.
To qualify for the GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in the receiving, processing, and tracking acceptance of funds in accordance with federal, DoD, Navy, and local policies and regulations; 2) Monitoring NAVFAC financial systems to ensure appropriate funding sources and documents are accurate and complete; and 3) Utilizing a variety of automated systems (e.g., CFMS, COGNOS, ieFACMAN) to gather data and complete assigned tasks. **NOTE** This information must be supported by your resume in order to be considered for the position.

Successful completion of Ph.D. or equivalent doctoral degree
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree

An LL.M. degree that is related to the position being filled
OR
A combination of experience and graduate education as described above which totals 100% of the requirement.
For the GS-9, The following education may be used to meet the specialized experience requirement.
Successful completion of a master's or equivalent graduate degree
OR
Two full years of progressively higher graduate level education leading to a master's degree
OR
An LL.B. or J.D. that is related to the position being filled
OR
A combination of experience and graduate education as described above which totals 100% of the requirement.
