THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PRODUCTION CONTROLLER (TITLE 32), Position Description Number D1255000 and is part of the IL FMS 11, National Guard.

Duties

As a PRODUCTION CONTROLLER (TITLE 32), GS-1152-7/9, you will perform maintenance production management, to achieve or maintain desired production levels, to serve as an equipment readiness expert for units supported by the facility, and to provide technical guidance and oversight to a lower-graded Production Controller. Major Duties - This is NOT an all-inclusive list: Establish plans and schedules for maintenance and repair using multiple process production methods and procedures for a variety of vehicles and equipment such as combat vehicles, heavy-duty engineering and mobile equipment, tracked vehicles, towed and self-propelled artillery, communications and electronic equipment, guided missile systems, and small arms. Implement maintenance plans and monitor progress of accomplishments. Utilize readiness, production and management reports available from the current automation support program and/or manual system, to provide status of equipment, maintenance actions in progress, and location of equipment as required or requested. Ensure Modified Table of Organization and Equipment (MTO&E) or Table of Distribution and Allowances (TDA) reportable Line Item Numbers (LIN) are properly managed, reported and accounted for with respect to readiness reports, property accountability reports, and system management. Analyze repair methods and develop control procedures and policies to assure accomplishment of programs to meet priorities and deadlines established by higher authority or support activities. Coordinate with units and other support activities concerning the delivery, status of repair operations, and/or pick up of completed work orders. Conduct initial and long range planning on matters which include multiple process production, maintenance operations, equipment readiness, including mechanical skills, availability of test and diagnostic equipment, repair parts, annual training requirements, mobilization requirements; and other factors influencing the repair, modification, and maintenance of equipment and readiness reporting. Ensure that unit Class 9 (CL IX) accounts are funded, budgeted, and executed to maximize readiness. Perform demand analysis on unit CL IX expenses to determine proper stockage to sustain unit mission requirements. Assists supervisory personnel regarding readiness, CL IX funding, production problems and work planning. Make on-the-spot adjustments to repair priorities necessitated by unscheduled maintenance requirements. Based on guidance received, prioritize resources to ensure the highest level of readiness in support of training and mobilization requirements of supported units. Program workload, shop space, and available personnel on a short and long-term basis. Assist in the resolution of problems encountered between scheduled or unscheduled production or priority requirements.

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted/Warrant Officer - Not to exceed WO1 GENERAL EXPERIENCE: Must possess experience, education or training which indicates your ability to reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understand terminology and data pertaining to repair operations and process characteristics of the production activity. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-09 Level- Must possess at least 1 year equivalent to at least next lower grade level of GS-7; experience, education or training scheduling workflow in more than one area and responsible for coordinating products or materials from support activities: experience in performing or supervising journeyman level work in a production facility; experience preparing job or work orders; scheduling various phases of projects into the production facility; following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes; experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc. GS-07 Level- Must possess at least 1 year equivalent to at least next lower grade level of GS-5; experience, education or training working with people from various levels and backgrounds; experience with a general knowledge of the functions and procedures of production control, records, references, and techniques for developing production control data; experience assisting or maintaining workflow. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
