About the Position: Serves as senior Public Affairs Specialist with responsibility to design and initiate programs and plans to communicate to external and internal audiences through local, regional, and national campaigns to enhance a better understanding of Fort McCoy and the total Army's contributions to the community and the nation.

Duties

Administer the budget at the public affairs office. Conduct briefings regarding national interest, military matters and foreign policy. Establish and maintain effective working relationships with media representatives and answer media inquiries. Develop social media programs that tackle awareness, engagement and word-of-mouth objectives and capture metrics that measure effectiveness of efforts. Establish media interviews with staff and arrange media coverage. Assist in the development of an annual strategic communication plan, including command information, media relations, community relations and executive.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position may require the employee to occasionally travel away from the normal duty station approximately 5% of the time.

Specialized Experience: One year of specialized experience which includes work that involves assisting in the planning and execution of marketing, advertising, promotional and public affairs activities within the organization; maintaining effective working relationships with all media; developing and disseminating informational materials to internal and external audiences; assisting in gathering data to prepare response to inquiries from interested groups, the general public, or field personnel concerning policies and activities; and developing and maintaining relationships with stakeholders and community partners.This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of a public affairs position, such as Communication, Public Relations or Marketing. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationCommunications and MediaMultimedia TechnologiesPlanning and executionPublic Affairs Policies and Procedures Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
