This position is in the Emergency Communications Center (ECC) within the Division of Visitor & Resource Protection, Headquarters, Delaware Water Gap NRA. The Dispatch Supervisor position reports directly to the Deputy Chief Ranger, VRP. The ECC provides dispatch services for all public safety functions as well as primary telecommunications and logistical support for the Park's day- to-day and emergency operations (law enforcement, fire, EMS, search and rescue and maintenance).
Duties
Major Duties:
The incumbent directly supervises six (6) GS-6/7 Public Safety Dispatchers. He/she performs the full range of supervisory duties including recruitment, selection, training, evaluation, counseling, rewarding, and disciplining all assigned employees. Sets the standard of performance and assigns work. Conducts supervisory work to meet the objectives of the park. Promotes and follows the practices of equal opportunity.

The incumbent is responsible for developing and providing work schedules, direction and review of subordinate level work. He/she plans the work schedule for shift coverage and approves the use of leave. Reviews and validates subordinate payroll reporting in Quick Time.
Establishes valid and appropriate performance measures to evaluate the performance of employees. Articulates performance measurements to employees. Confronts performance and conduct issues and resolves them directly with the involved employee(s). Recognizes, identifies, and reconciles gaps in knowledge, skills, and experience to effectively meet minimum standards. Utilizes opportunities to develop future leaders by delegating clearly defined activities.
Provides direction and leadership to personnel of the ECC. Clearly communicates the vision, supportive objectives, and operational and strategic plans to personnel. Serves as a working supervisor to create and maintain credibility and connection with the ECC staff. Creates a sense of common purpose by leading ECC staff through difficulties and challenges. Creates and maintains a culture, which encourages and recognizes creativity and innovation. Embraces new technology and fresh ideas. Fosters, practices and demands ethical behavior of all ECC personnel.
Builds and fosters a cohesive team. Communicates clearly to team members the standards of work and behavior expected of them and holds all personnel accountable. Establishes ground rules for respectful disagreement and/or conflict resolution. Rewards and celebrates success and outstanding performance.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-09 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as; maintaining and updating dispatch system hardware and software applications; maintaining and updating dispatch law enforcement databases; drafting official correspondence relating to the Dispatch or Protection work; generating reports; training peers in dispatch center operations; troubleshooting situations to isolate and report reoccurring technical problems with various computer, radio and telephone systems, computer databases, and technical equipment sued in the dispatch center; knowledge of emergency dispatch center standard operating procedures; knowledge of general agreements with other agencies; experience choosing the appropriate manual or guide and making minor adaptations of established procedures; making decisions that require the assessment of conflicting information, consideration of past practices and alternatives. . You must include hours per week worked.
