This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. Duties

Performs audit or analysis functions and provide support regarding audits and analysis Perform a variety of pre-award and post-award contract functions such as participating in pre-solicitation committees and contract award boards and review technical data packages. Evaluate contractor Quality Assurance/statistical process control plans and reports. These duties are described at the full performance level GS-11. The GS-09 grades is developmental leading to such performance. This position will be filled at the GS-09 or GS-11 level. If selected at the GS-09 level, noncompetitive promotion to the full performance level is authorized.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-09: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience at this level may include: investigating customer complaints and deficiency reports to provide identification of causes to appropriate authorities; Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; and performing quality assurance functions in pre/post award activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience at this level may include: conducting quality assurance visits to contractors, and/or production facilities to assure mission material meets established requirements; developing, simple contract clauses for quality assurance requirements; identifying inadequacies to request corrective action to quality assurance problems; and developing quality assurance plans to monitor commodities or programs during product/system life cycle. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)

Education
