About the Position: Serve as a Transportation Specialist in Traffic/Cargo Management Division to plan, coordinate, direct, control, and expedite the movement of cargo through terminals within the area of responsibility (AOR).
Duties
Perform cargo stowage planning, overseeing/monitoring for the stowing and loading, planning and discharge of cargo including hazardous cargo aboard vessels; and terminal operations in direct support of loading or discharge operations.
Provide technical advice, guidance and instructions to nontechnical specialist concerning conventional assignments and problems encountered to assure successful execution of functions.
Plan and coordinate operations to accomplish effective loading and discharge of cargo by attending cargo meetings; reviewing pre-stow and discharge plans, layout of vessel space, cargo content, available ships gear and equipment.
Plan, advise, and monitor the movement of cargo into, though, and from the ports in the area of responsibility (AOR).
Provide factual information, interpret technical transportation rules, regulations and contracts which affect the cost and efficiency of the traffic management programs of the battalion.
Act as liaison between the vessels, military and civilian federal agencies, local authorities, the contractor workforce, and the staff.
Provide operating and program transportation advice to government agencies and commercial companies to achieve the Battalion's goals.
Initiate daily logs reflecting the working number of longshoremen, operational details, starting and ending of standby time, extra labor, and services performed under the contract/tariff provisions.
Resolve problems that may arise between government and contractor and works with all parties to include the contracting officer to resolve.
When designated, serve as the Contract Officer Representative (COR), alternate COR, Quality Assurance Surveillance Specialist (QASP) or Ordering Officer, monitoring the loading and discharging of all vessels.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the ability to obtain and maintain a secret security clearance.
- Incumbent may be required to serve a 1-year probationary period.
- Incumbent must be able to obtain and maintain a valid State and government driver's license.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes assisting with preparing preliminary cargo stowage plans or overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans, or authorizing necessary changes and preparing final plans. Providing traffic management operations advice and customer service, effecting movement of retrograde and frustrated cargo, administering loss and damage claims program, and documenting the movement of cargo. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
